The New Tobacco Bill, Tax and Cigarette Smuggling

Is the new proposed tobacco control bill going to do more harm than good, and what is the role of SARS or Government in control of controversial products?

Illicit cigarettes form 25% of the current tobacco market in SA.  Plain packaging may encourage growth of the illicit market, fail to achieve its objectives, and lead the way for a branding ban on alcohol and then sugar products.  Are we on a path to a healthier society, or creating a slippery slope to criminalising choice and the increasing use of coercion to shape our society?
